Community Violence Intervention Action Plan
The CVI Action Plan strives to save lives, reduce violence in Black and brown communities, and support CVI workers who have committed their livelihoods to ending violence. For the first time, stakeholders from every part of the CVI ecosystem came together to create a groundbreaking community-led vision for the field, set ambitious goals, and refine essential strategies. The result is a set of high-priority opportunities that will catalyze philanthropic and public investment for years to come. For the past year, leaders from Community Justice, the Health Alliance for Violence Intervention (HAVI) and The National Institute for Criminal Justice Reform (NICJR) served as coordinators for the report seeking input and guidance from the CVI field. In May 2024, leaders from the Community-based Public Safety Collective (CBPS Collective) and the Urban Peace Institute joined the coordinating committee. This report is the start of a framework to take action on existing and new work for the CVI field.

Eddie Bocanegra
National Project Manager CVI Action Plan
My name is Eddie Bocanegra, and it is an honor to serve as the National Project Manager for the CVI Action Plan. My work in community violence intervention, along with my other leadership roles over the years, has shaped my life’s purpose. It’s a privilege to continue advancing this field alongside so many of you.
Some of you may know me from my time as Senior Advisor for Community Violence Intervention and Prevention at the U.S. Department of Justice, where I worked with colleagues across the country to help allocate nearly $300 million to more than 120 organizations or in my work with Noah’s Arc Foundation. For those I haven’t met yet, I’m looking forward to building with you.
We all recognize that the CVI field is at a pivotal moment. The work is proving its impact every day, yet recent federal funding cuts threaten the progress our communities have fought so hard to achieve. Even so, I remain hopeful because of the great work I was able to witness these past few years.
Cities nationwide are reporting historic declines in violence. These aren’t abstract statistics, they represent lives saved, families kept whole, and communities strengthened by the dedication of frontline practitioners. I’ve witnessed this work up close, and I know its power.
As we move forward, my priority is to listen. I want to hear from you about what’s needed to strengthen, sustain, and elevate this field and to ensure that the voices of those closest to the work continue to guide the path forward.
To kick off my new role, I’ll be moderating a webinar to release the new report Setting the Standard: A Collective Vision to Advance Standards in the Field of Community Violence Intervention. I’m honored to join CVI Action Plan Committee members as they offer timely, actionable recommendations for policymakers, funders, researchers, and organizations to support this lifesaving work.
